The real reason behind this was Saban's lack of Green Ranger footage from the #supersentai series, but in story, Tommy Oliver would often be absent because of some issue with communication or just not having it. Often he would be delayed by monsters or puddies as well. When Tommy becomes the #whiteranger this becomes less of an issue since they had to create new footage incorporating the White Ranger anyway because it is from a different series.
